New requirements for traps from February 1, 2026

From February 1, 2026, there will be a requirement for escape holes in all traps used for fishing. The mandate applies to both commercial and recreational fishermen.

Background for the regulatory change

The background for the requirement is experiences with ghost fishing – lost or abandoned gear that continues to fish uncontrollably over time. There have previously been requirements for escape holes in traps used for fishing for wrasse and shellfish. The provision is now being expanded to also include fish traps.

According to The Directorate of Fisheries , the measure is particularly important because dead fish in traps can serve as bait for shellfish. A lost trap can thus continue to attract and catch new organisms over a long period, which has both environmental and resource-related consequences.

One escape hole is sufficient

The requirement is based on extensive testing and documented trials.The results show that one escape hole is sufficient – even in traps with two chambers.

The proposal for the regulatory change was open for consultation in the spring of 2025, and a separate guide has been prepared that describes how escape holes should be installed in the most commonly used fishing traps. The installation itself is described as simple and quick to carry out.

Control and follow-up

The Directorate of Fisheries announces that the requirement will be followed up through gear inspections. In the initial phase, the main focus will be on guidance and information.

It is also emphasized that repeated violations may result in stricter reactions, and in serious cases with obvious breaches, police reports may be considered.
